After a successful in-person interview today, we want to promote Adrian to rank 3 and welcome him as a Polkadot Fellow. Adrian gets promoted to rank 3 one month ahead of his actual promotion period because of his contributions to Polkadot.

After a successful in-person interview today, we want to promote Joe to rank 3 and welcome him as a Polkadot Fellow. Joe already had a successful rank up referendum, but before the proposal got enacted, he was bumped. This is the reason why we are using here a fast promotion to rank 3.

on-demand cumulus integration implementation

Szegoo is requesting funding for implementing on-demand cumulus integration, as announced [here](https://collectives.subsquare.io/posts/16). Validation I did on this proposal: 1 UNIT in Polkadot is: 10_000_000_000, thus the requested amount is: 40070000000000/10_000_000_000 = 4007 DOT. Szeego claims that this is the EMA-7 of the requested amount in the original proposal, which [adds up](https://polkadot.subscan.io/tools/charts?type=price) too.
